The CoC’s Evaluation Panel met on Friday, October 30 and on Monday, November 2 to determine the ranking strategy for the FY 2015 CoC Program competition. The Panel considered feedback from the CoC Recommendations Survey, HUD’s selection priorities, and project scores when determining the Cambridge CoC’s 2015 ranking strategy.
The project scores and ranks are listed here. The esnaps CoC Priority Listing will be posted to the website during the week of November 16.
Please note that the provider organization Centro Latino ceased all client-related operations on September 21. This includes all services: those that were offered in Cambridge as well as those at their main location in Chelsea.
Please be aware of Centro Latino’s closure so that clients are not mistakenly referred to their programs, which no longer exist. Thank you for your help in making sure the community members we serve have access to up-to-date information on available services.
As discussed at the October 8 CoC meeting, the 2015 CoC competition requires more intensive strategic resource allocation than has been necessary in past competitions. To make the difficult strategic resource allocation decisions required for the 2015 competition, the Cambridge CoC will utilize the process and procedures described in the document below for project review, reallocation, selection & ranking. The process is designed to be inclusive, fair, and transparent.

Each year, the City of Cambridge Continuum of Care applies for funds available for homeless services from the U.S. Department of Housing and Urban Development (HUD). This annual grant competition brings over $3 million to the City’s continuum of housing and services. On September 18, HUD released the 2015 Continuum of Care (CoC) competition, which will be open through November 20, 2015.

The purpose of this RFP is to select a housing and service provider(s) to be included as sub recipients in the CoC’s Permanent Housing (PH) Bonus Project proposal that will be submitted as part of the 2015 CoC Program application to HUD. The PH Bonus Project competition presents an opportunity to significantly expand the number of units dedicated to chronically homeless individuals in Cambridge, and to create new Rapid Rehousing projects for the CoC.
To be considered for inclusion in the CoC’s PH Bonus project submission, applicants must submit a proposal cover sheet, a budget form, and a brief narrative (maximum of four pages) responding to the requirements outlined in the RFP.

Attention HMIS Users – The latest changes to the HUD 2014 Data Standards (announced previously here) will be implemented Thursday, October 1st. You’ll see these changes when you enter Entry information in the HUD Assessment, along with written guidance from HUD on how to ask clients for this information. Already completed Entry Assessments will also show the new data element configuration, with existing answers migrated into the new version.
Social Solutions has described these changes in detail for HMIS customers in this slide show. Please review this information in order to better understand the changes and how existing data were used to determine answers to new questions.

Yesterday, HUD released information pertaining to updates made to the latest HMIS data standards. While the majority of changes are relevant only to projects funded under RHY, VA or HOPWA, one major modification made represents changes to the series of questions asked at entry about the length of time someone has been homeless. These questions are referred to as “Time on Streets, Emergency Shelters or Safe Haven.”
The changes will go into effect on October 1, 2015, and information obtained from the current version of these questions will be migrated over to the new set by our vendor. Below is a screen shot from the updated HMIS Data Manual that shows the presentation of the new elements. Please refer to the manual itself for more guidance and information on asking these questions at the point of entry. We will also offer more guidance prior to the October release date.
When completing the Health Insurance section of the HUD Assessment for clients, please note that A-134 – Is the client covered by Medicaid? corresponds to MassHealth. In Massachusetts, MassHealth is synonymous with Medicaid and the Children’s Health Insurance Program (CHIP) — combined in one program.
A-148 – Is the client currently covered by state health insurance for adults? should be answered with a “yes” only if the client is enrolled in ConnectorCare, a program for individuals or families in Massachusetts that are at or below 300 times the federal poverty level.
